Though Weiss and O’Banion believed Al Capone to be behind the Saltis-McErlane campaign, Torrio, as leader of the gang, could not be absolved. It was O’Banion’s trickery that eventually brought on Torrio’s decision to leave Chicago and turn it over to his number one man, Al Capone. The O’Banions, though agreeing to remain in their North Side territory, often ventured outside it, hijacking Torrio’s high-quality Canadian liquor supplied by the Purple Gang from Detroit. They even invaded Torrio’s new area of operations in Cicero, which he set up to insure ongoing operations when Mayor Dever made things difficult for his Chicago operations.
He was instrumental in forming a bookmaking syndicate, which operated at racetracks in Illinois and Indiana. His alliances with politicians provided a model for gamblers throughout the nation to carry on their illegal business with official approval. Ever mindful of upward social mobility and the drive for respectability, he purchased the Chicago Globe and became treasurer of the Elevated Railroad Company. McDonald, in short, became a power in Chicago, strong enough to get mayors elected. And if some gamblers or pimps were slow to get behind his man, he saw to it that the police closed their businesses.
It was not until after World War I that the first Italians, led by professionals and general contractors, were able to move into the upper-middle-class neighborhood of what is aptly named Park Slope. If the Capones could not move into the “forbidden” area on the slope, they could pass through it on their way to the park. Prospect Park afforded citizens a wonderful opportunity to enjoy the simple pleasures of life. People walked there, had family outings, played baseball or football in season, rented rowboats or paddleboats, skied, ice-skated or went sledding, and visited the zoo on the far side of the park.
